YouTube Partner Program Availability: Where You Can Apply

What YouTube's availability page says about the countries where you can join the Partner Program, and the notice about Russia that matters to many creators.

What the Availability Page Says

YouTube publishes a list of the areas where you can sign up for the YouTube Partner Program. When we checked in October 2026, the list ran alphabetically from Algeria to Zimbabwe and contained roughly 140 countries and regions.

It includes, among many others, Armenia, Azerbaijan, Brazil, Georgia, India, Kazakhstan, Mexico, Moldova, Pakistan, Poland, Spain, Ukraine, the United Kingdom, the United States and Vietnam.

The Russia Notice

A dated notice at the top, March 10, 2022, says that because Google advertising systems were suspended in Russia, YouTube paused the creation of new Russian accounts on AdSense, AdMob and Google Ad Manager and paused ads on Google properties and networks globally for advertisers based in Russia. In our check, neither Russia nor Belarus appeared in the list.

The page does not say what future changes will be. If you live in a region that is not listed, check the page again before you plan a business around monetization.

The list and its notices are YouTube's to change. Always read the current version of the page rather than a copy, including this article.

  • Your country or region is on the current list.
  • Your channel meets the eligibility thresholds in the Partner Program overview.
  • You can set up an AdSense account for payments.
  • Your content passes the originality and advertiser-friendly checks.
